Gail L. Sunderman is a senior research associate in K–12 Education for the Civil Rights Project at UCLA. Her research focuses on educational policy and politics, and urban school reform, including the development and implementation of education policy and the impact of policy on the educational opportunities for at-risk students.

Gary G. Orfield

Gary Orfield is Professor of Education and Social Policy at the Harvard Graduate School of Education. Professor Orfield is interested in the study of civil rights, education policy, urban policy, and minority opportunity. He is Co-Founder and Director of the Civil Rights Project at Harvard, an initiative that is developing and publishing a new generation of research on multiracial civil rights issues.

Cathy Collins Block is a Professor of Education at Texas Christian University. She has taught every grade level from preschool to graduate school, and was elected to serve on the Board of Directors of the International Reading Association from 2002-2005. She has served or is presently serving on the Board of Directors of the National Reading Conference. Nobel Learning Communities, IBM Educational Board of Directors, and the National Center for Learning Disabilities.

Dennis Sparks has been executive director of the 10,000-member National Staff Development Council since 1984. He previously was an independent educational consultant and director of the Northwest Staff Development Center. Sparks has been a teacher, counselor, and co-director of an alternative high school. He completed his doctorate in counseling at the University of Michigan in 1976, and has taught at several universities.
